Family friend Mike Trautvetter, acknowledging that the wanted felon, of course, bears responsibility for what happened, but added, “If nothing else comes out of this, we need to change the laws in this town. It could just as easily have been a school bus filled with children hit by that car.” After applause, he said, “We need Katy’s Law.”
